Same process but you will get some points extra for having a Canadian diploma and point for Canadian work exp if you have any after you graduate.

So even northeast cities like Cleveland, buffalo, Boston fall in the same weather as in Toronto. Even in Milwaukee, Minneapolis and Chicago ppl are living. 

Vancouver has similar weather to Seattle 

unless you go to Yukon,northwest territories live with Inuits you can manage the cold.

India lo Enda, Canada lo Manchu. Anthey emanna eppudu road la meeda untara emiii.. but yes weather worst Ga untundhiii... Atleast 15 days in total winter season will be like u can't step out of home. But u can manage it.

But still they did not put it aside. They will call for an interview. It will be easy if you can put efforts. It's easy or better than putting efforts for IELTS. It's not french test. It is a diploma. U have to go to school five days a week, and get the diploma. Around 4-6 months depending on our efforts and Teacher as well.
