its not just i20..u need to apply for COS.. u can stay in the country while your application is being processed. if its from f2 to f1 you can start college after getting I20 but you cant do any on campus jobs or cpt jobs and there is also restriction on number of credit hours to enroll talk to your DSO regarding this

yes after your status has been changed to F1 u get all the privileges of the F1 visa holder..

yes if you have enough money to pay the tution and living expenses..(p.s. even if u wanna change to f2 the f1 visa holder need to show  proof of funds for the university to issue an f2 i20)
