Most universities need GRE, GMAT or SAT for the admission. It doesn't matter if the person is international or local. Visa status doesn't matter. They need IELTS or TOEFL for international to prove English proficiency. But, few universities doesn't need GRE to get admission. You need to research and find them.

International anedi doesn't matter for your friend with GC. It is more of resident vs non resident.This resident vs non resident depends on state law. For example you can claim resident status of you live in Texas for an year. F1 is not resident visa, so this resident s non resident thing is not implied to F1 students.

Nenu chaduvukune rojullo vundevi bro. Only TOEFL tho admission ichevaru including state uni's. I dont know the situation now. You need to go the school website and find it out.
