that is if you are only under 18 and your paretns are sponsoring.. if you are above 18 and sponsored by spouse or parents it doesn't apply I guess... I might be wrong

Colleges has their cut off year, 18 or 24 etc... Before the cutoff age, parents or legal guardians should prove their own residency in that state. After that age cut off, student should prove his.
