Hyderabad motham vaadey kattinaadu ani cheppatam comedy ga undhi, but its not such a big thing. He's a politician at the end of the day. especially one with almost zero communication skills. so ilantivi thappavu to highlight himself.

Also , No . Capitals are not most developed cities in some states. In some states capital cities just have administration buildings , thats it. For example NewYork state capital is not NewYork City.

Generally -- though not always -- state capitals (especially those not located on the coasts, more about that later) were chosen because of their central location.  For most of the non-original 13 Colonies, they were territories FIRST and were under the control of the United States Government (or as we call it now, the Federal Government).  

I don't have alternate histories on each state, but my state (Ohio -- I own it, all of it . . . it's mine) has had three capitals:  Chillicothe, Zanesville, (then briefly back to Chillicothe), then Columbus.  The move to Columbus was made to make the capital more centralized.  This was likely the thinking in most states as well.  

Because a capital had to -- in some regards -- serve all of the state's citizens, generally the state wanted the capital to be in the most centralized location (or a reasonably centralized location).  Some state capitals blossomed into well known cities in their own right:

• Atlanta - Georgia
• Columbus - Ohio
• Indianapolis - Indiana
• Phoenix - Arizona
• St. Paul (Minneapolis - same metro) - Minnesota
• Oklahoma City - Oklahoma
• Austin - Texas
• Sacramento - California
• Salt Lake City - Utah

Some states didn't have much of a choice in centralizing their capitals.  This is because of their unwieldy shape, terrane, water-routes or important transportation lines (esp. rail).  

• Tallahassee - Florida (as centralized as they could get)
• Olympia - Washington (no clue)
• Juneau - Alaska (weather, closer to the lower 48, rail line)
• Cheyenne - Wyoming (rail line)
• Richmond - Virginia (biggest city -- back then)
• Boston - Massachusetts (biggest city)

Oftentimes, the urge to place a capital in a central location meant that it wasn't always the "prime" location for industrialization.  

• San Francisco, San Diego & Los Angeles -- are in better locations to reach the ocean or have better weather.
• Cleveland & Cincinnati are on major navigable waterways (Cincy on the Ohio River; Cleveland on Lake Erie).
• Chicago is on a major waterway.
• New York is on one of the world's greatest harbors and was LONG one of America's top cities.
• Philadelphia was on a major waterway and had long been one of the US's largest cities.
• Houston is on the ocean.
• New Orleans is on the ocean.
• Seattle is on the ocean.

You see where this is going.  In these (and other) states, economics and transportation drove business and growth to the large cities.  But capitals were chosen for less organic reasons.
