Don't you think such an attempt wasnt done previously ? Many such attempts were done previously and many conferences held and comittes convened. Nothing as such will happen and private players even tried their hands at maintaing such credit profiles at international level and tried implementing it, but thanks to USA and its policies which were later adopted by every other country, such a thing was not a possibility.
