So a US bank/lender can also track you where ever you are and send notice to you/collect payments and may also inform /flag your credit in that country

This is a joke.

Don't you think such an attempt wasnt done previously ? 

Many such attempts were done previously and many conferences held and comittes convened. 

Nothing as such will happen and private players even tried their hands at maintaing such credit profiles at international level and tried implementing it, but thanks to USA and its policies which were later adopted by every other country, such a thing was not a possibility.
