I think percentage of uppercastes may be a reason for those states to have a loose policy for education.

for eg. TG lo aithey, govt officers village ki velli interest choopistharu emo to enroll kids in school.. TN lo aithey pregnant mothers ni entho goodies ichi convince chesaru to make use of govt hospitals.. today TN is in the top at hosp assisted births, and very low maternity deaths.

Idhi uppercaste majority undey states lo cheyatam kastam emo. I'm just guessing.
