Well, thats an assumption but the reality, the district election officer is none but the collector and DSP reports to Electon officer who is none but have been there and know the local issues, and been assisting the ruling party for the last 4 an dhalf years..

its easy to assume that EC is the boss but decisions are usually tilted towards ruling and incumbant party..
