seed means first setting up infra. Industrial infra is the least expensive to set up.

Not inviting a company to do whatever they want to. the company will obviously choose a no man's land like Sri City where they don't have to deal with local govt much. Any problem, they can simply call CBN and it'll be taken care of. lol.
