Change of Status H1 to H4 + H4 EAD - posted to Phoenix lock box -Receipt number didn't received

we filed an change of status from H1 to H4 & H4 EAD together 

Uscis received date :- Jan 4 2019 

Sent to USCIS 
1820 E. Skyharbor Circle S 
Suite 100 
Phoenix, AZ 85034 

 I didn't received any receipt number (more than 3 weeks)  or checks not cashed. Please let me know how many days it will take to get the receipt number. 

I called USCIS customer service and they are not able to find any change of status case with my A# , they opened a non delivery case as they need to send the receipt number with in 10 days when we sent to lock box.
