You can add to your insurance by giving his learners permit details.

 With spouse its possible but not sure in your case. For us Geico accepted it . But it was few years back. Not sure now

You can call insurance company tell about his learners permit and check they can add him with his permit.

In the USA, in the states that I have lived: No.

However, the person who is specifically covered by the insurance of the vehicle should be with you.

e.g.

• A parent is with you and you are using a family car. You are Not on the insurance until you have a drivers license,
• A friend who is letting you use their car for the test, should be with you,
• Or you are using a car from a driving instruction school for the test and one of the instructors is with you.

You can Not show up for the driving test by yourself with no one else and with a motor vehicle. That is an immediate failure, forfeit of your learners permit and arrest.
