Your I-94 isn't something you have to care/consider. Check with attoreny if you can file one more transfer and revoke but you did a stupid mistake to not to file premium and push yourself into this situation. If you did after revoke you may used 60 day rule for transfer. anyway in either case, you are just hanging by receipt now. You dont have any h1b approval in your hand. So you cant apply transfer,amendments etc untill you have atleast one h1b approval.
