One of my friend also had the same situation, mexico ki eligible kadhuu for 1st time H1b stamping, Canada yes but it's easy to pick india maha ante 221G estharu max oka 2 weeks lo clear ipothadi if your friend has maintained legal presence without any hurdles. It's better to go India get stamped.

Not really it totally depends on case by case, if your friend has good relationship with the client hopefully it will be cleared soon.
