Severe punishment is the ONLY way. Fear of punishment should always resonate in society.

People should start doing direct protests to take action on such things, for that matter any anti-social activity.

Education or preaching doesn’t teach any sense in Internet era, in which shameless things prevail. 

For instance a person never forgets to wear seat belt while driving a car in USA, but same person takes pride in driving without seatbelt in India. Same case with DUI and so on. Reason: Law enforcement/ loose laws.

there has already been an amendment made to the criminal law recently that stipulates

1. minimum punishment for rape of women increased from 7 to 10yrs.

2. rape of children below 12yrs punishment till 20yrs, life or death.

it doesn't stipulate death as the only punishment for rape of little children. do you think such decisions are taken lightly without digging into historical research?

As long as proof is solid, and confirms the criminal, nothing else is needed. No matter what culprits motive/ mental condition is.
