AP never had any progressive policies through out the recorded history...If not associatio with Madras and Hyderabad pre 1940's and merging with State of Hyderabad to create Andhra Pradesh, It would have been the Bihar of South India. All that AP can manage to do is agriculture, that too few varieties of industrial use paddy...the same thing what Bengal, UP and Bihar does... This is nothing new, Andhras have been migrating for decades and the same will continue...This is demographic problem which planners are not taking into consideration but this is a serious problem. This is where AP has lost out and inching closer towards being a welfare state. And once a welfare state, you can never bring it back to a serious business state. It is the other way: when there is demand for labour (including software), they can select and train the youth. When people are not struggling for food and shelter, they also don't want to work for hard labor jobs that pay less. That's why we see "camp labor" from Bihar, UP, and Orissa in AP & TG these days.
