How many ways a government can generate income ? There is only one way...TAX....!!!

All your questions ki single answer, 2 decades of strong GDP growth and more and more people, goods and services are now undet ax net...

Infrastructure...You know India spends about 2 lakh crores a year on infrastructure ? India has one of the largest cement producing capacities but still we import cement from south east asi aand even pakistan...mari infrastructure growth lekapothey idantha etla possible ? 

After agriculture, Infrastructure is the biggest revenue and job creator in India FYI...or perhaps, might have even ovetook agriculture too...
