The presidential order on 370 states that everything in the Indian Constitution will apply to Jammu and Kashmir and  the Constituent Assembly in Article 370 (3) has been changed to legislative assembly. This in turn means that the Governor, who is being treated as the 'State' govt at the moment, was able to move the resolution to the President.
