No, I would hate to see someone's motivation to do a PhD being getting a green card.

Ante PhD cheyyadam easy kaadu kada. Even though chesinaa kooda number of citations etc ani requirements untay kada, so e topic meeda PhD chesinav anedi kooda important e.

Of course nakili citations pettinchochu but not that easy if huge number of publications requires nakili citations. 

On the other side, ekkuva mandi research lo unte, inka ekkuva innovations vastay ani I believe.

If you're in fields of research where a lot of people are working on, it's easier to get more citations. In my field it is normal to have 1000 citations after PhD. Not all fields are like that.
