Maybe they should limit the number of GCs that can be applied for a year like H1B. Then employers and employees will have better understand on how long they will be here without expectations. Quote

I don't get it. All this information is too much to comprehend. DO YOU THINK SOMEONE WITH A PHD FROM MIT HAS A PREFERENCE OVER SOMEONE FROM AN UNNAMED COLLEGE DEGREE FROM INDIA TO GET A H1B VISA? NO. SO, OFCOURSE THE BILL IS SKEWED TOWARDS ONE COUNTRY BECAUSE THEY ARE MORE IN NUMBER AND THEY APPLIED BEFORE. THIS IS NOT A MERIT BASED IMMIGRATION. IT IS FIRST-CUM-FIRST-SERVE IMMIGRATION, NOT MERIT BASED. Quote
