Why should it take 5 years for PhDs? So far it has been taking 1-2 years even for Indians. For most other countries, you get GC in 45 days if you have a PhD. Why would they want to wait for 5 years? Because more people with bachelors can get a H1B when compared to PhDs because PhDs have no preference to get a H1B. So more people with a bachelors' degree get to apply for GC earlier because it is first cum first serve. Because someone from an unnamed college will get a GC faster than someone with a PhD because he applied earlier. It is not merit-based, it is first-cum-first-serve. Quote
