they would stamp on the flap of the envelope right you just secure it with glue. 

well I am from JNTUH back in those days too, they used to give us printouts of our memos which says transcripts we would get the empty A4 size envelopes and ask them to put seal across the flap, same process did for recommendation letters too, if you don't do that how can you assure the receiver that documents haven't been tampered ?

@Michaelbarbosa Ippudu I have sealed transcripts with stamps on flaps etc , so dani direct ga WES ki send cheyamantara, without any other packaging?

Ok Thanks for getting back.Naku MS ledu ikkada, so only B.Tech transcripts send cheyali and that too I have them on hand.Dec 1st 2018 nundi direct ga Uni ne mail cheyalani rule pettadu.

Okasari transcripts teesukunaka, seap the cover and stamp and sign by the university...

Then down load the CN23 form, post lo adigina kuda istaru...a form mida kuda same stamp and seal veyinchi courier cheseyu...

Remember, do not write any of your particulars or address and if you did so, then you did follow the steps properly..

World Education Services (WES) requires annual mark sheets / statement of marks issued and attested by the institution that conducted the examinations. The mark sheets / statements of marks must be sent directly to WES by institution in a sealed envelope that is signed or stamped across the back flap by the appropriate authentication officer. WES will not accept documents sent by colleges, students themselves, third party agents, or anyone else.

No Option. Someone(either you or on your behalf) should go to univ, get the transcripts then it should be mailed from univ post office itself. Make sure the sender details are entered as registrar or controller of examinations.

this was the plan and Covid-19 screwed it up.Looking for work around.

so seal it and send it to India and ask someone to post it from India just to make it authetic or look like university took painstaking effort of sending transcript to WES directly

You mean fake certificate? Inka fake certificates workout avuthaya ones made in India, even in this day and age?
