EO just will give temp relief for some of them and don't expect any EAD or GC from EO for EB. It is just about road to merit and suggestions to DOL and how to create a path to Merit based.

MOVING TO A MERIT-BASED IMMIGRATION SYSTEM: The Trump Administration will reform our immigration system to prioritize the highest-skilled workers and protect American jobs.

• At President Trump’s direction, the Trump Administration is taking action to reform our H-1B immigration program.
• Under these reforms, the H-1B program will prioritize those workers who are offered the highest wage, ensuring that the highest-skilled applicants are admitted.
• The Trump Administration will also close loopholes that have allowed employers in the United States to replace American workers with low-cost foreign labor.

Unfortunately , degrees which are given in India , doesn't equate to skills , look at lot of rich people in india without degree 

the thought of being employed and getting paid doesn't mean the person is skilled 

There are many people in who did not study and came to US and made millions in business 

My house contractor a south american , is a millionaire , earns 2 to 3 millions per year and employs 10 to 15 people , building houses in the community.
