KCR ki CBN ki 1998 nunde friction unde regarding power hikes in regards to TG farmers, upon KCR’s insistence at Gajwel election rally in 1998-99 he promised that he wouldn’t hike power charges but after TDP won with good majority(NTR episode was before this) CBN gained new found confidence and started taking decisions independently (anyways then ministers like madhav reddy, kcr, devender goud within the cabinet opposed power hikes decision because of TG farmers pressure but as rumored/reported KCR was more vocal - power charges penchite party ni TG la bonda pettinatte ani cheppinadu anta). That eventually lead to the Basheerbagh shootout and also sidelining of KCR from the cabinet as  CBN’s ego was hurt as KCR was right that time.
