What he did to help speed up vaccine 

1. Agreements with several companies to produce vaccine. US residents get first dibs along with locals of whichever country it was developed in.

2. Funded research aplenty.

3. Relaxing regulatory roadblocks to expedite testing.

I think he can take some credit for the speed if not for the research (although US is funding some).

50% US population is not willing to take the vaccine (Dems and reps together). Lack of belief in the effectiveness of the vaccine. But the other 50% is good enough to bring herd immunity into picture.
