Like I said it's only a question of legality. Based on your question, working off-campus is illegal period, faking a resume is illegal period, getting a job, marrying a US citizen and joining the army are all legal. It depends on what one does, legal or illegal.

You shouldn’t consider each of them separately and conveniently certify what’s legal and what’s illegal. Consider everything as a chain and then call it out.

When I first came to the US, I wanted to go back after my PhD. My intent changed later on based on personal and professional circumstances. Whether someone believes me or not is irrelevant, because I know what my intent was.

You should consider them separately ofcourse. If someone did off-campus part time jobs, there are illegal and should be punished, period. There are no ifs and buts here. Same thing with people that fake their resumes, fake their experience, they are all illegal, period.
