no, it's like people when they want the govt to lose they will go to booths, if they are not bothered about change they will get lazy.. usually trends are read that way, might be wrong here.

Example Ami icharu antey 2012 Gujarat elections . Huge percent of  people showed up and turned out to be pro- incumbency ( later modi cheppadu ).  Anything can be possible . Hope it can favour BJP too to certain extent
