Real loser in this bill is Witch companies. They can't file new h1s if this bill is passed. 

Merendo mee calculations endo. ante ippudu current backlog is 1 million antunnara? Duplicate filings and working spouses evariki istaru? I am assuming the current backlog until 2019 is less than 500K including dependents. I40 filings are in the range of 50 to 60K after 2014, by that calculation and deduping, 2015-2019 backlog is 350-400K.

He is just speculating. It is clear in the bill text that if it passed before 2020, then it if effective from FY22. If not then next FY.
