No. It can't be attached to temporary funding bill. Temporary funding bills are temporary and stand alone.

Not possible. 

S386/HR1044 will be dead when current Senate house term ends in jan

It needs to be reintroduced in Senate and house with new bill number if it can't be passed in this Senate/house term.

Even if is veto proof, President can still send it back for another Senate review. Not sure what happens if Senate term is already over by that time.
