Rajiv Gandhi was not incompetent. He had the mind of a technocrat, and was the original reformer. 

PVNR couldn't even get through all reforms needed, and did half assed job in 1991. 

 that interim vp singh govt was the second greatest Indian govt ever.. first was, another coalition govt under  Deve Gowda.
