bro this is completely based on my analysis:

eb3 has very few applications in 2013, 14 & 15 and looked at applications received there are not many downgrades as expected might be a reason for current movement of eb3 dates only CO knows so this will be the case for coming bulletins too atleast until dec or jan after that eb3 might slow down... coming to your case downgrade option unte just go for it atleast ead untundi as backup option and also even after FY22 there will be a strong movement in eb3 compared to eb2 b'coz of ROW spill if china becomes current but the issue will be how long will your 140 downgrade approval will take ani..

Mine never updated but for others next day or less than 24 hrs. When reached out to @USCIS they told me it's updated on their end but never reflected on the receipt status.

Not only lucky with attorney. Lucky to get 140 premium approved in first attempt as well. Lot of applications got denied(not 140 just premium denied) saying no original perm attached
