He couldn't say the program was legal but he kept it alive saying Trump admin didn't follow some rules in revoking DACA. With this case he has to rule on legality, no chance to keep DACA but it'll take time before all these playout in courts.

My opinion SO plays major role in Q4 if USCIS willing to give Maas approval in 4th Q4 

Then we are in good shape, 20k gc pakka for EB3 and eb2 ~20k to minimum 15K 

Otherwise gc ead tho compromise avvali

But all people are eligible to file 485 under downgrade,  even who did not do or missed it for EAD in oct 2020 those people can do it downgrade, if their FAD (GC) PD is current and do submit everything like medical and other forms ??

Eligible eh but CO will not see them as ready for AOS until i140 is approved. So he is advancing EB3 at rapid pace. I140 approve avvakunda medical rfe kuda raadu.

But initial applications tho submit chesthe, that applicant is going to get GC sooner than the other guy who is waiting

There is no logic to approve cases expect them to approve in random order

They are processing by receiving date that too randomly. So few lucky eb3 straight applications from Eb3 2013 will get GCs while some from 2009 2010 might wait few more years.

Charlie will keep moving filing dates more in Oct 2021 thinking there is spill over next year and not enough eb3 applications. And will keep moving FAD dates thinking uscis will be able to honor spill over numbers next year. He will only realize in 2022 Sep that it is not possible. So retrogess May be possible only in Sep 2022. 

So inko 1 year this mess will continue. Few lucky people will get GCs randomly. Antha thala raatha inka. 

October 2021 lo eligibility vache vallu within weeks lo apply seyyandi. Even few weeks delay might cost you years, decades.
