going to 2016-2017 is very very easy but the catch is USCIS using all the Visas without wasting the numbers. 

At this time, based on USCIS performance over the last 6-7 months, I have every reason to doubt USCIS ability to adjucate all the FY2021 cases on time.

The USCIS I485 processing times for EB based category is 51.5 months at most centers/FOs. DOS makes FAD current, possibly looking at number of GCs that can be awarded this FY. There is such a day night difference between the USCIS foresight (51.5 months) and DOS foresight (Current, may mean 6-8 months pre-trump era) that this is starting to look like an impossible convergence task.

Yes. EAD processing is faster, but Not GCs. So big mystery what DOS and USCIS will do if it remains like this till October too.

i think 2016-17 is not possible as we will get competition from China. Their backlog also starts from 2016.

2014 FAD  for EB3 (including all downgrades) is technically possible by September 2021.
