canada offered french dominates quebec referendum twice. India should offer referendum to all laungage based states. US is always english country - spanish came as immigrants and minorities. Also state rights in usa are far higher than india. US, canada are basically settler countries. Original naations are europeans and east asians - almost all language based with tiny exceptions here and there.
