Also fab industry is fast moving. India can have a 28nm fab right now if it wants. But its a low margin production tech, and the highest margins are now in 5nm level. 

There have been companies that planned to invest in a fab in India, but backed out because its not financially viable. India simply doesn't have the ecosystem to take advantage of a fab. India first needs an electronics manufacturing revolution before even thinking of a fab.

Not a scam. Just crony capitalism. investment still happens through private route (through loans from public sector banks). that's how Indian public wants it, it seems.

Its still not a scam. For Indian public everything is a scam, because they are themselves corrupted.
