I am using IE 9 under Windows 7 32bit version and received this error (Google Docs has encountered an error or bug) when trying to access an existing Google document.  Clearing cache and cookies did not resolve the issue, nor did reloading the page, nor did stopping and restarting IE 9. I am able to access the document with chrome and could export it using chrome.
