Thats correct but @snoww says since drop box eligibility is increased the resources can be utilized for the immigrant visas . Point valid i feel. We will get SO not sure how much it would be

Yes. They already announced plan was to shift resources from non immigrant to immigrant interviews. 

Spill over number will be big suspense till October bulletin this year unless they publishing those family based numbers update before that

Covid restrictions are causing huge delays in biometrics alone which is just 10 minute process. Interview is a long process and again it will result in tremendous delays plus safety of staff needs to take into consideration although vaccines are around. Therefore,  they will waive the interviews for 90% of cases. So, this stage will not come. For some reason, if PD does not become current, then folks will not receive GC's this FY.
