Jagan letter effect: Other firms to get Covaxin formula

The letter written by YSR Congress party president and Andhra Pradesh chief minister Y S Jagan Mohan Reddy to Prime Minister seeking transfer of technology to manufacture Covaxin, the first indigenous vaccine for Covid-19, from Bharat Biotech to other companies, received quick response from the Centre.

The Central government on Thursday took a decision to allow a few more companies to produce Covaxin, by transferring the formula from Bharat Biotech to them to produce the much-needed vaccine.

Jagan took the first bold step in suggesting to the Prime Minister in his letter on May 11 that Bharat Biotech be directed to transfer the technology to other companies to make similar vaccine, so that it would speed up the vaccination drive.

The idea was later picked up by Delhi chief minister Arvind Kejriwal who also made a similar suggestion.

Later, the Idea gained currency and on Wednesday, as many as 12 leaders from various opposition parties also made a similar demand. It was supported by NITI Aayog member V K Paul.

“They suggested that compulsory licensing for production of the vaccine must be taken up and technological transfer has to be done to the other pharmacy companies by Covaxin makers so as to ramp up the production of vaccine in a big way,” an official note from the CMO said.

Jagan said in order to vaccinate every one above 18 years the country requires 172 crore doses. As of now hardly 10 per cent of its population i.e. 17 crores is vaccinated.

As of now the production capacity of Covishield is 6 crore doses per month and Covaxin one crore doses.

“At the present rate, many experts in the field has opined that, it would take 2 to 3 years for the entire population above 18 years to get vaccinated in India,” Jagan said.

Since Covaxin has been developed by Bharath Biotech in association with ICMR and NIV in PPP mode and as such there should not be any IPR issues, he added.

Chief Minister Uddhav Thackeray has thanked Prime Minister Narendra Modi and indicated that the vaccine production can start in the state at a higher scale.

Mumbai: In a significant development, the Centre has allowed the Haffkine Bio-Pharmaceutical Corporation to produce Covaxin following technology transfer from the Hyderabad-based Bharat Biotech Corporation. The Department of Science and Technology has accepted the state government’s request made last month. The Centre’s permission to Haffkine to produce Covaxin is for one year, in view of the rising Covid cases.

Haffkine is soon expected to embark on vaccine production, putting experienced and trained scientists on the job.

Chief Minister Uddhav Thackeray has thanked Prime Minister Narendra Modi and indicated that the vaccine production can start in the state at a higher scale.

The Free Press Journal broke the story of the state government’s formal request to allow Haffkine to produce vaccines either on technology-transfer basis or fill-and-finish basis, considering the requirement of vaccines in the state on March 19.

During his visit to Haffkine on March 21, Thackeray had said it could produce 28 crore vaccines between April 1, 2021 and March 2022. The CM had further stated that Haffkine and Bharat Biotech would jointly produce Covaxin with the establishment of a new plant on the corporation’s Parel premises in south central Mumbai at a cost of Rs 154 crore. Haffkine had already held preliminary talks with Bharat Biotech for the technology transfer.

Health Minister Rajesh Tope said Haffkine has the necessary experience and expertise in vaccine production. It is engaged in the development and production of a wide range of bacterial and viral vaccines for diphtheria, tetanus, whooping cough, plague, poliomyelitis and rabies. It also formulates pharmaceutical products, disinfectants, ointments, injectables, syrups and mixtures.

After the Central government allowed the state-owned Haffkine Bio-Pharmaceutical Corporation Limited to start production of Covaxin, a Covid-19 vaccine developed by Bharat Biotech, the Maharashtra government on Wednesday approved the project that will cost 154 crore. It has also decided to fund the project by granting 94 crore.

The decision was taken in the state cabinet meeting The funds for the project will be given from the state contingency fund, officials said.

The Central government too has approved 65 crore for the project under Covid Suraksha Yojana.

“With the help of the ministry of science and technology, a project is going to be set up by Haffkine Bio Pharmaceuticals Corporation Limited at Parel in Mumbai for manufacturing Covaxin in collaboration with Bharat Biotech that has developed the first indigenous Covid-19 vaccine in the country. The state government will provide 94 crore for setting up the plant from the state contingency fund,” said a release issued by the chief minister office on Wednesday.

“With all the permissions in place, we will now start construction activity, get validations and take further steps according to our plans,” said Dr Sandeep Rathod, managing director Haffkine Institute.

Haffkine Corporation sought permission for the transfer of technology from Bharat Biotech in January, which was approved by the department of biotechnology of the Union ministry of science and technology on April 15.

Haffkine will be producing (228 million ( 22.8 crore) doses of the Covaxin vaccine in a year. The stock will be in addition to what other private firms will be producing in the country. It will take at least a year for setting up the project as is now required to develop a Biosafety level 3 (BSL-3) laboratory that is going to be developed at its Parel premises.

HT was the first to report on March 18 that the Haffkine Corporation has sought permission for the transfer of technology from Bharat Biotech for developing Covaxin.

Haffkine Corporation is a subsidiary of Haffkine Institute for Training, Research and Testing, owned by the state government.

“The manufacturing of the vaccine will be done in two phases — manufacturing of raw material which we called as drug substance and then fill and finish of the product. With the technology in place, we will be manufacturing the drug substance at our BSL -3 laboratory and as part of the next step the vaccine will be filled in bottles and the product will be finished,” Dr Rathod has said.

Saurabh Vijay, secretary, medical education department said that the state has also allowed the Haffkine Corporation to hold talks with other firms for manufacturing Covid-19 vaccine. “The state government has allowed the corporation to sign a privacy agreement with Bharat Biotech for manufacturing vaccine doses. It has also been allowed to hold talks with other firms manufacturing Covid-19 vaccine for expanding its production,” Vijay said.

He informed that the plant will be used for producing other vaccines once the need for producing Covid-19 vaccine is over.

Haffkine Institute is one of the oldest biomedical research institutes in the country. It was established in 1899 and is named after the scientist — Dr Waldemar Mordecai Haffkine — who invented the plague vaccine. Since then, Haffkine Institute has emerged as a multi-disciplinary Institute engaged in training, research and testing of various aspects of infectious diseases. It has developed an anti-rabies serum, anti-venom serum, oral polio vaccine etc.

To expand the production activities and to meet the growing demands for medicines and life-saving drugs, the state government bifurcated the Haffkine Institute in 1975 and the production activities were entrusted to Haffkine Bio Pharmaceuticals Corporation Limited, a firm fully owned by the state government.

Reddy's lab effect not jagan effect..

 

Haffkine will start making doses ....in 12 months every major lab will be making doses... Wait for htero drugs to get manufacturing license too

 

He want reddy's lab take profit and lions share before other firms start making vaccine doses ..
