You will save 40 bucks per month for 300k amount. make sure he will not charge any others fees . Caliculate total savings than decide

If you plan to stay in the home for more time than the break even time of the new loan , then do it.

as @dewarist said make sure you are not getting charged and whatever you pay to refinance should be recoverable while you stay in the house or before you plan to sell again.
