Nope.... There are many other universities... It all depends upon what your topic is.... But in general PhD at the end of the name gives you some value ..

India requirements depends upon the university you select...

1. You need to go through the nation wide competitive exam by the UGC

2. There will be another exam/interview by the university

3. Then depends upon your marks and degree 

4. You will get the admission..

 

Some universities which are government can conduct their own exam and you can skip point 1...

National University of Singapore aa nuvvu anedi ?? I am not sure how Singapore PhD works.. If your current Boss is fine letting one of the interesting projects to be your ownership and that university accepts why not..

the only way i can think PhD and work is through your employer itself, NASA's JPL and some other top tier research labs have such options 

Ambedkar Open university style lo work and PhD cheddam anukunte not sure

there are some institution like Max Planck/Fraunhofer institutes that offer both a job and you can also do research at the same time in the field
