yes u need docker daemon to run containers locally.

install it, pull the kali docker image, and run.

if u r newbie to Docker, ur better off running Kali in VM .

Using Mint Linux for years. Most of the packages would be present in Debian repository, until and unless Kali maintains its own repos and distributes its won packages. I don't think no Linux distro's maintains there own IP package, that is against opensource.
