All through the vaccination process, at every stage taxes are levied and collected at the last stage. If we don’t levy 5%, which is the least tax bracket, then all the raw materials and all through the supply chain system sheets levies various taxes and overall price will increase by at least 20%. Or why can’t they just subsidize vaccines? Yeah they can, but it will be much more complex process. Imagine a pharma player, who is producing vaccines. They would also need packaging for vaccines which apparently someone else has to supply. If you exempt vaccine tax of 5%, you have to categorically exempt everyone in this process chain including this package supplier. This is where it becomes so complex and final product will be much more expensive. Best alternative and smooth way is to levy the 5% tax so that all the incurring taxes will be shifted to this one tax bracket and keeps the costs low. or else, the package supplier who gets raw materials, has to be exempted in order for this guy to supply packaging for vaccines. Now if you don’t exempt all these suppliers from tax, then everyone have to pay taxes and will shift the tax liability to end product, and they may be at various slabs from 5%-18% and this will make vaccines more expensive.
