what nirmalamma was explaining was that exemption at the point of sale increases the product price by 20% (which is a lie, but it does increase it), and so 5% of tax is better than exemption for vaccine at point of sale.

Halwa, admit that you have no idea, and shut up.

It is perfectly possible to completely exempt the chain of GST tax, and it is better than taxing vaccines at 5%.

All I said that its better to tax 5%, especially when government itself is procuring than to exempt an entire supply chain, which is actually intesive.

if you exempt each and every stage of supply chain, the price gets increased and you don't need to be an expert at anything to understand this.

But i guess, taking account of stocks, production channels and all other factors, then they took a decision. 

After the govt got a clarity about availability, crossed the hurdles and estimations, then they improved the policy. This is how Govt works.
