Because majority of Bengalis were muslims. Only Sarat Bose (Subhash Bose's brother), Shankar Roy proposed the idea of united Bengal. Even JInnah supported the idea of united Bengal. It didn't materialize purely because of the then Sanghi Hindu mahasabha. Muslim League was split on this issue, and it was Shyama Prasad Mukherjeee that forced the issue. Quote
