No one in power can, until they have Parliament approval. Whether they invest in Amaravathi or not depends on their own doing. But that doesn't change the fact that the defacto capital is Amaravathi. So, we both maybe saying the same thing.

This thread is filled with emotions of TDP supporters. 

Capital is gone case. After 10 years people will invest wherever they can make money. They wont give a second thought about Amaravathi if they feel its not worth their time.
