The 5% used up land will be compensated according to courts It's not 95% of the land though, about 30% of the land has construction, roads, buildings. Some land will be stuck in between buildings, some roads will go through land etc. Why would you give land if it won't be returned the way it was given to them? Your information is wrong , the construction took part in less than 1% of land and if roads are considered maximum 5% . This topic is not even up for debate because you can clearly see the farm land is 95% empty with few mud roads through satellite images.
