what govt needs to do instead of coming up with bs laws at the union level is

1. get better data on market to farmers so they know what to plant

2. allow them to directly enter into long term contracts - this can be done without even a law

what shakeup? India was already moving slowly out of APMC system, and union govt only had to come up with the right solutions to push it along. Not stir bs by removing grains from essential commodities act.
