This cannot happen. Government doesn't decide the location of high court, it's the job of Supreme Court.

It might sound silly now but 20-30 years from now either Andhra Pradesh will be divided into multiple states or at the least kurnool will have the high court 

You cannot treat people as second class and not expect them to rebel against the state 

Just like Telangana's pent up frustration was suppresed for long time and exploded in just one year , all it takes is just a spark
