Organised fish retailing has never worked even in tier one cities of India 

Idk how one is expected to run both a restaurant and a fish shop in same place. This concept will fail too , 90% of people in Andhra cannot afford marine food in restaurants. Most of the fish fry you find in hotels are fungasia fish grown in ponds 

If these are govt owned /operated , then it is a collosal waste .  Corrupt employees will destroy it from the start 

Perhaps giving incentives to people to setup stores like  cheap land leases /waste disposal / refrigeration , etc might work .

So in summary all this crap is useless , just build more fish markets with proper facilities and let private sector take it forward.
