There is little chance Tesla will choose Telangana  over tamil nadu the established EV hub since 2018  or Karnataka (since they already registered R&D office in Bengaluru )  or Gujarat , maharastra ( the established manufacturing hubs ) 

The only way they will even remotely consider is it offers huge amount of subsidies at which point the state derives no benefit from it anyway 

 

1. Tesla plants are built on a huge scale and that requires a huge market - india lacks the scale to absorb their products 

2. They require lot of imported goods for components / raw materials. Telangana lacks proper port connectivity. The closest container ports are vizag or krishnapatnam 

3. Telangana lacks manufacturing industries , skilled labour 

So the only way Tesla is going to set shop is huge subsidies and a small assembly plant unlike shangai , Berlin gigafactories
